Umm, that's because Koodo has roaming options that are enabled by default (either PPY or Roam like home). MOST '3rd party' providers, and tier 3 providers, don't have something like that, at least by default. It's a consequence of going with a provider like that.
For example, with Public Mobile you need to buy a roaming add on.
Even with tier 2 providers like Fido you don't get that on their prepaid service.
