Plug for future Pot light installation - new build

Can someone suggest if it’s worth adding plug to fish wires and switch for installing pot lights in future? Builder suggests me to get this done but wonuld cost around 650 to add in three different areas of home.

Other option I had is I get one pot light day me in each room so that I have the basic wiring and switch in each room. And then I can get other lights done sometime later.

Any suggestions?
