Plumbing questions

I have different plumbing questions/ issues, if anyone has any advice.

1) when we turn the water off for the whole house in the basement, it leaks. We have a finished basement so it's an issue. Happened 2x so far. Is this an easy fix? Should we call a plumber? Cause?

2) we have a pot filler similar to this: https://www.homedepot.ca/product/delta- ... 1001036566
It has 2 places where you turn the water off. Not sure what its called. So, you turn one off to turn the water off and then I believe the second one is for extra safety. We turn both off but even using just one should normally turn it off. WELL over the last few years, we MUST turn both off or it drips. So, closing one will make less water come out but it still comes out. So we have to close both. No leaks but annoying. We had a plumber come twice and replace the cartridge. It worked well for a few days and then the same issue returned. So Delta replaced the whole faucet. Same thing, worked ok for a few days then the issue returned. No idea what to do? Has anyone had this issue. Very frustrating.

Do I call another plumber? Replace the faucet? Keep it as is?

So the first one, there are probably a number of ways to do a fast fix, but ultimately its probably best to replace the valve entirely with a good quality valve (this will require your municipality to come and turn off your water at the property line).

The second one is a bit odd, where is it actually leaking from? You've had a new fixture and new cartridges and the the leak is still coming from the fixture?

It's not leaking but only turns off when you turn both spouts off.

It sounds like you need to replace the valve for your water shut-off. A bit more complicated as you will likely want to shut off the water at the curb. When doing this, make sure you upgrade to a ball valve. This article is worth reading to discuss the valve you have and a ball valve:
