Update: If you only want the V650 head unit that's currently out of stock on the polar website probikekit has it for CAD$225 + $8 shipping + possible custom charges. They also have the H10 for $108 which is a bit more than the out of stock bundle on the polar website.

NOTE: I'm puting this at the top so it's clear. The bundled H10 heart rate monitor strap size is M-XXL:65-93cm. If you need smaller/larger you will have to buy it from their website for $45.
Polar put both their bike computers on sale a few days ago. The V650 is only available with the heart rate monitor bundle but the M460 is still available by itself or with one of two heart rate monitors.
The V650 is their fully-featured unit similar to Garmin's Edge 530 which is much more expensive. The stand-alone unit only, was $271.99 which makes the bundled OH1 heart rate monitor $56 which is listed on the website for $99 if you want to buy it by itself. The OH1 is a very highly rated accurate monitor given it's optical. The bundle is a great price as the cheapest I can find it is for $409 at Altitude Sports. Shipping is free over $150 so no worries there.
Here's a very thorough review of the V650 and the OH1 (keep in mind it's a review of the initial release and most negative items have been addressed with a firmware update such as Strava live segment,phone notifications and ant+ ):

Note the V650 is 6 years old but keep in mind that they kept adding new functionality via firmware over the years making it competitive with Garmin's and Wahoo's current offerings for a much lower price.

Note this is 25% off plus the additional savings of about 50% on the heart rate monitor if you get the bundle. Also note you have to add the stand alone unit to the basket at which point you will have the option to chose a bundle. Last time I checked all three options were still available.
