It doesnt look too hard to DIY. Just buy a piece of astro turf, and some pool noodles. Cut the pool noodles in half and secure them underneath the astro turf. Cut a hole use a yogurt cup or something underneath.

Edit: Alternatively you can attach it to your robot vacuum, electric robot lawn mower, RC car... etc and have more fun

You can buy additional floating balls. Also if you have a pool. You’d likely have a skimmer which can be used to collect them.

If you’ve never hit balls onto a water range before it it’s a lot of fun. Silverlakes in aurora has an awesome floating golf range.

I believe on an episode of entourage the guys are hitting balls into their pool using a similar setup

I like the DIY idea.
