Possible air duct problem? - Condo

Just moved into a condo this month and noticed that the 2nd bedroom has very little airflow coming out from the vent. I had the super come in to take a look and we tried to adjust the volume dampers in the living room hoping to push more air into the 2nd room but still yield the same result with very little air coming through.
Super is suspecting the builder made some mistake when installing ducts... I asked the unit below and above me if they are experiencing the same and was told they have good airflow coming into their 2nd bedroom.

Has anyone experience something similar in their condo unit? I'm not too sure how big of a fix this would be if it involves the duct
