Are these good for scrubbing/scratching rust away on winter rims? I wanted to scrub the rust and paint again with or plastidip.

Use some scotch bright pad to remove it. These wire brushes will leave deep scratches on your wheels.

If you have a lot, get something to use on a drill or a angle grinder. You're arm will thank you later.

Dollar Tree has a similar 3 pcs wire brush set or a 1 pcs large wire brush, $1.25 before taxes. Likely all made in china.

Depends how smooth you want it. The front of mine were fine it was just the back so I used a combination of the wire wheel and a grinding disk then painted it. Didn't care if it's perfectly smooth for the back.
