How do you abuse a "no minimum free ship" policy? Isn't the entire purpose of it to get people to order low value items online?

well it was to help those to purchase items without the need to go into a store and risk spreading Covid...

it was very generous of them to offer this without min purchase but I'm sure they were not making $$$ with low cost items being shipped for free.

their offer was much more generous than most of the larger big box stores
