Odd. I got this plan and did a Speedtest. I got full LTE speeds. That normal? Will it be throttled later?

Yes. You get full LTE for a few days after activation.
Have too many phones... This is how I limit my monthly phone payment.

Oh. Would have been nice. Not a big deal. But I wonder why they throttle it to begin with. There’s a data cap. What difference does it make if it’s used up in 20 minutes at full speed or 240 minutes at 3Mbps?

The only reason I can think of is to invent a reason for some people to possibly want to sign up to Koodo or Telus instead.

I would have suggested not doing that run of speedtest.net. Depending on the LTE capabilities of your phone and of the LTE network in your area, LTE+ connections can use a lot of data in one test. I've used 1/2 a gigabyte in a test before when the connection provided a speed of around 300Mbps. I would imagine a full 1GB of usage would be possible in one test run if you had even a faster connection. Speedtest.net uses more data when the data connection is faster.
