QPP Overpayment for Ontario Resident?

I am an Ontario resident, but work in Quebec, so I have Quebec Pension Plan (QPP) deductions on my paystubs. At tax time, I file my T4 and RL-1.
I just noticed for the past 4 or 5 tax years, that I've made QPP contributions (for Quebec) higher than the maximum CPP contribution (for the rest of Canada), but did not have a CPP overpayment amount on my tax return.

Here is my 2018 example (which is similar going back to 2015):
- My QPP contributions: $2829.60
- CPP maximum contribution: $2,593.80
- CPP overpayment: $0

Is my tax software not calculating something correctly, or is there some rule about how QPP contributions settle in the province of employment?
I see an EI overpayment amount on my tax returns, which based on my reading is because EI deductions in Quebec (EI + parental insurance) are higher than EI deductions in the rest of Canada.
