UPDATE: My Lenovo order hasn't even shipped and the Rakuten cash back is already appearing in my account.
It may just be a Dell thing.

There are numerous complaints on other threads that buyers have been waiting for Rakuten money since Black Friday.

Considering you can get 3L rain jackets from North Face, Patagonia, Mammut, Marmot, etc. under $200, I wouldn't get that one. A $400 MRSP is ridiculous for that. That's getting into 3L goretex pricing.
I picked up a Patagonia Rainshadow for $125 before. I'm sure the Torrentshell comes down to that price too.

Yeah I'd say about 30% of my purchases don't go through, but as soon as I submit a Where the **** is My Cash Back? request, it gets added almost immediately.

Funny cause this thread reminded me to check and I never got cash back for the RAKUTEN ereader I bought literally from their own company...brutal

It is pretty solid. Most review websites will have it in the top 3 with Express VPN and PIA..
Last time I went in Europe I had no issue with it and speeds were consistent. I'm now in the US and the ping is low enough that I can still do some gaming on it.
At 40% cashback, I would not hesitate
