RBC - WestJet MC - Companion voucher question

My parents just got approved for the non-world elite version of the WestJet MC by RBC, and I noticed in their terms and conditions it states that as of April 1, the voucher can be used for Canada and the Continental US (VS just in Canada). My question is: Will all vouchers be valid for travel both Canada and US travel starting April 1, or only vouchers issued after April 1?

I've looked at their T&C's and for the World Elite card is see the following verbiage "World Elite companion vouchers issued to existing cardholders before April 1st, 2020 will remain at former rates for the eligibility period of the voucher." I don't see anything, unless I misses it, that clarifies this.
