Given the analogy, which sounds like a better deal? $4.99 ice cream or $49.99 ice cream that's 90% off?
They're essentially the same effective price but one has a greater value attached due to the higher msrp.
I'm p sure the rcss in question did it by accident as some sort of misprint but it wouldn't surprise me if it worked on some people who believe that they're getting a better bargain then they are actually getting.

Even then, $54 per lb for brisket? The tenderloin I bought for beef wellington was cheaper than that.
