From what I know about the Optiplex 3020

It is a Mini Tower
Haswell CPU, which one is anybody's guess? i5?
4 Gigs of RAM maybe more, he didn't mention anything
500 Gig Hard Drive. This shipped with the bulk of the Optiplex

I have dealt with several Optiplex line ups from 3010/3020/7010/7020/9010/9020 because they used to be a lot cheaper. Mostly Small Form Factor (SFF) with usually Core i5 CPU. *10 series is 3rd gen, *20 series is 4th gen Intel CPU. There are also rare Desktop (DT) models which use standard microATX motherboards and there are mini Tower model which many times are built with Core i7 CPUs. Basic specs are usually 4GB ram, 320~500GB mechanical HDD.
Either way, very quiet and great computers for non gaming/ video editing general use computer. (but memory depends on OS being used and SSD is a must for my standards these days. I have Chrome OS, Linux, Windows 10 & Hackintosh as well. Popular machine among chrome os & hackintosh community.

Again, I used to buy these things since 2017~ end of 2019 and they used to be around $100~140 for base SFF model. But I would pay little extra for tower models as it can be upgrade like regular computers with standard components.

Not sure what components are installed on sellers tower but if it has atleast 8GB & i7 CPU, it'll be a very decent deal. (But I have almost never seen a 30* series with i7 CPU)

As for the specs, seller just need to enter the service tag to Dell to find out original spec from factory, but best to enter BIOS and look at the first screen to see CPU/RAM/HDD info.
