If you have a merchant account with Equifax or if you are a big boy (100+ tenants), you can do it directly. Otherwise, only through collection agency that has such account.
There are growing services mostly cooperated with TVS that accept bad tenant reporting as well, someday it may be fully integrated with Equifax.
For such reporting in collection agency, record must be identifiable. I.E. you better have tenant's report when you screened him. If tenant provided his own copy of report, be ready to find out that it was fake.
