Yes very. I had an annual pass and the best time to go is school week days before 7 or after 8:30pm. There's an evening discount after 7pm so there's usually a rush of people at that time that dies down between 8-9 until close.
Depending on your level of interest, I'd recommend 3 hours for a first visit, but you can definitely see everything in 90 min - 2 hours if you move quickly.

The less crowded time to visit the aquarium is after 8pm. Went last night - all parties need to have ontario ID, gf didn't and we had to realllllly push to get it. It closes at 11pm, we went at 9pm (free street parking!) and had every exhibit to ourselves. I'd highly suggest going in the late evening
