Your downstream has some channels like 1, 21, 23, and 24 that are borderline weak and your return signal is slightly high. Those channels that have a weak signal also have lower signal to noise ratio vs the others which can cause connection drops. A call to Rogers support to let them know of the issues you have faced should fix the problem. A tech will check the tap to see what levels are there and if the channels are weak they should open a maintenance ticket. It the tap levels are ok, the tech should investigate the wiring and may open a maintenance ticket accordingly.

You mentioned that the wire was cut so there could be water damage on the line and may require a new burial which takes several weeks to do as they have to obtain permits, etc

Signal should be between 10 to -10 on the downstream and between 35 to 50 on the upstream. A tech will aim for a 0 dBmV signal on the downstream and 40 dBmV on the upstream.

How many connections do you have on the line?

If you have just 2 devices connected, then those signal levels are not too bad. The 4 channels with weak signals would need to be checked out.

There must be some kind of physical damage to the line. I have never seen a situation where certain channels are bad and others are fine. If the issue is general weak signal, it is weak across the board. Otherwise, all channels should have similar specs within +/-1 or 2 points.

My guess is a bad linex that needs fixing as others on the same tap will have similar issues. A modem scan in the area will reveal this
