Are Rogers tablet plans restricted to only 1 device or can I swap out the sim to another one?

You can put it into another device.

Yes, you can put the SIM into any device for data access. However they will likely not support voice calls/SMS (some may be Pay Per Use at high rates, so be careful).

Get the Fido Data Plan instead. You get 4 Gigs of data for the same price
