Rogers Wireless and Samsung USA Phones

I have a few Samsung USA phones floating around for work.

(4x) Samsung S20 units
(1x) Samsung S21 unit(s)

Most of these phones are working fine on Rogers Wireless, but one of my S20 base models is having trouble sending and receiving calls. None of the phones use VoLTE because of a USA ROM, but the one I mention can't receive a call from me, and is only able to call out to me.

I think it's a reception issue, I'm curious what are my options.

Here's my shortlist
(1) Push a Rogers ROM. Rebuttal: I prefer not.
(2) Get a cell amplifier. Rebuttal: This requires on-site installation, which isn't feasible.
(3) Use a VOIP app.

If the above three are my only options while keeping the phone, what's the best free VOIP app you'd recommend?

Solved this by using a VOIP app for now. Rogers is strange.

Take them to Samsung Store if they install Canadian Version.

I would, but I'm told the device resets to a USA ROM at each update cycle.

I think depend on what sim is inserted on the phone.
