You sure can, but not everyone owns a multimeter. I mean when I moved out by myself, I never owned a multimeter for years because, well, I didnt need one since I never owned a home to work on things. So I bought something like this to use to test batteries.

The only thing about multimeters is that they don't put a load on the battery so the multimeter will frequently show a higher voltage than a decent battery tester will. Why do you want a load on the battery when testing? Because for high drain uses (ie a toy motor), a loaded battery tester will be more representative of what the battery will do when used. If you are using the battery in a remote control, then a multimeter will be just fine as a remote is a low load device.
