Rotating pictures by a few degrees

Hi all.

Anyone knows which program I can use to rotate a picture (jpg, png, etc) by only a few degrees? (not 90º or 180º that most software can do)

ACDSee Photo Studio Professional is one I use for more advanced editing of images as well as to manage my collection of images.

A free to use oldie... IrfanView ... is able to do this as well. I just tested the latest IrfanView64 version and it is able to change it in at least 0.1 degree increments via the Image\Custom/Fine Rotation function which also has a hotkey "Ctrl U".

I've been using the IrfanView app for years (15+) to provide custom hot key screen captures in various image formats, now including PDF as well as JPG and others, to custom folder locations with customizable real time year-month-day-time naming i.e. 2021-11-14_100342.
