RRSP Loan

Any suggestions on which banks offer the best rates for a RRSP Loan?
I have an unused contribution of 25K limit and looking to fund it and keep it for 90days in order to use it for the first time home buyers plan.

Also any good promotions for opening new chequing/saving/investing accounts with banks?
