Saw this at a friend's house basement
Does anyone know what is it, and the purpose of having this installed by the previous home owner?

If you are referring to the round disc on the floor, with the vertical pipe coming out of it, I would say that is the cover of a sump pit, with the motor of the column sump pump visible, and the discharge pipe is the vertical pipe with the elbows.

Its sole purpose is to dewater the basement slab or base to prevent flooding of the basement.
You will find only homes at real risk of water intrusion in the basement are equipped with them.

This is news to me - is this the case in the GTA? I’ve never had a house with a sump pump including my new construction built in 2021.. same goes for much of my family that have multiple homes built after 2017, none of which have one.

My house finished in June 2000 has one. We live on the highest point between London and Hamilton in Southwestern Ontario (there is a plaque) with a serious drop to the river roughly 450 meters in one direction and a substantial drop to the west about 800 meters in the other direction. We just finished our basement and decided not to hide it. We just made it part of a storage room. I know you have two of them, but you could consider making them part of storage rooms. closets or pantries.

If not, then there are tons of ideas on those links for concealing them. Just make sure you leave yourself access room to fix/replace them when they wear out.
