Oversea Tourists usually carry ID passport etc.
The Bay Downtown always had 15% discount signs for people traveling from overseas, just show proof of residence. A lot of international students would use that.

I saw no issue with it as in the EU I get my VAT ( HST) back but with a caveat, pricing in Canada is often MUCH more competitive than the EU for N American clothes.

Ie A pair of Levis 501's is "around" 60-70 UK Sterling/Pounds...no savings there!
But shit brands and fast fashion like Topman and H&M, Zara are relatively "cheap" you can sometimes see the UK EU pricing on tags but note their items go on deeply discounted sale very often and we generally are a few season or a year behind them for clothes as they are a year behind us ususally for film, tv etc ( catching up tho)
