sealant / paint for concrete ?

Hi all!

I am looking for some kind of sealant for my backyard stairs, which is made by some kind of mixture between concrete and small rocks. The issue is that it slowly starts to fall apart, the small rocks detach so I need something to protect..either a sealant, either some kind of rubberized paint.

Any suggestions ? Thanks!
