I'm having similar issues. I've read around that the feature should be in the mail section. However, it doesn't appear there for me at all.

Go to the users profile page and click the send message button. This option isn’t available to brand new accounts but will start working after you have 1 approved post.

If you need an approved post just make a reply to one of our thousands of open topics. As long as your post is valid it'll get approved and you'll be able to PM shortly afterwards.
