It means that to get the points, you have to give them at least $75 (plus taxes) in money. For example, you can't get $100 worth of purchase (plus taxes), redeem $50 in points, give them $50 (plus taxes), and get the $20 card. You could get $100 worth of purchases (plus taxes), redeem $20 worth of points, give them $80 (plus taxes) and get the card because you would be giving them at least $75 (plus taxes) in money.

Last time I got a $10 "savings card" it had a very near expiry and it had to be redeemed all in one go
FYI it's not a declining balance gift card, it's a one use coupon

20x points is better as it has no expiry and $75 * 0.3 is more than $20 anyway

Better off just waiting for a 20x coupon/event (unless you can't):
$75: 75 * 15 * 20 = 22,500 pts ($22.50)

In OPs scenario:
$75: 75 * 15 = 1125 pts ($1.12) and you get a $20 coupon on top (which you have to use on a purchase $20 or more)
