No, GC is excluded in this.
The only time you would get PC points by purchasing GC is when they have promo like spend $50 on McD GC and get 5k PC points.

Yes, it is a targeted, YMMV offer. Not everyone get the same offer at the same time.

It's not a pc personal offer, it's directly offered at shoppers website. So it's not YMMV.

It should be valid for anything online, not just cosmetics.
32% in points for online shopping seems ordinary.
I feel I see it all the time in my PCO accounts.
