When I was in Munich and Cologne I picked up a Lebara sim/plan straight from the airport.

You may want to consider Deutsche Telekom which should provide deeper coverage in the rural areas

We ordered a sim from simcorner before we left last month, 8gB for $33CA. (Sometimes you get more, but we were only there for 10 days so it was plenty. It's valid for 30 days.) We were more in the South, Munich over to Colmar in Alsace. Worked exactly as it should have, but was data only, not voice. (They do have voice options though.) We seemed to connect mostly to vodaphone. Only ever lost service briefly, while driving in less populated areas. In France/Germany this summer my kids used Airalo e-sims, and it was even cheaper and easier. (I have an older phone that is not enabled for e-sim.)
