Sim not provisioned in Galaxy S7

Sim not provisioned in Galaxy S7

Hi all,
in the process of trying to figure out if my Rogers Galaxy S7 is locked. I got the phone from Rogers about 18 months ago....right around the time they started to sell them unlocked. I just put an inactive Bell sim card in it to see if it would ask for unlock code. It just boots normally to home screen and I get message that "Sim not provisioned". Does this mean the phone is already unlocked since the phone didn't ask for unlock code at start up?

Yes, the should be unlocked; otherwise, it would have asked you to enter the network unlock code.
