Sketchy Bell TV Pick & Pay Offering: TSN1 requires TSN2

Bell makes it look like it offers TSN1,3,4,5 (all bundled together) for $15/month. However, when one tries to add it, it says you need to add TSN2 for an additional $7/mo - they must be bought as a pair. Why separate out the two TSN offerings if customers have to buy them together? Is it so they can report to the CRTC that they have x number of Pick & Pay offerings under $20? Seems like a sketchy practice. Rant over. Odd, it shows up in my Fibe offerings...their pop-up blocks the pricing but that's $15 underneath, and the pop-up shows the pairing requirement.
