smartest way to outsource customer service for a start up

For a start up business selling on a marketplace e.g. Walmart - what is the best way to outsource these customer support functions? no money yet to hire full time or part time staff in canada. Business owner cannot commit to answering all emails within 24hrs which is the performance requirement. The customer service activities are:
- Product related questions
- Returns
- Received item but item not as expected etc

Looking for maybe a shared services platform on a pay as you go basis i.e. pay per inquiry handled

+1 for Upwork. It is the leader worldwide, it's used by large enterprises and small businesses.

Obviously you will still need to supervise or have someone do the quality control, especially in the first months.
