Does the Sonos one essentially remove the need for a google home mini pairing? Meaning that its a 2 in 1, versus the play 1 which is only a speaker?
That's my understanding. The Sonos One is already voice integrated for Alexa (US), and it's said Alexa (Canada) and Google Assistant/Home functionality will be available in 2018. And yes, Play: 1 and Play: 3's don't have the microphone, and there's some other changes, I think mostly around the button types on the top of the unit. Not sure how much difference between One and :1 there is in sound quality.

I believe the changes are mostly cosmetic between the Play:1 and the One, other than the mics/voice commands.

To get a good tv audio experience, what combination do I need? Play bar and a play 1?

Depends on your definition of good.

If you want 5.1 surround for TV you'd need Playbar, 2 Play:1 rears, and the SUB.

If you want really good stereo for music you could go with 2 Play:1s or 2 Play:5s.

A good compromise in my view would be 2 Play:5s for stereo music with the playbar and SUB to give you a 3.1 set-up. No rears (I've never truly thought 5.1 was that great).
