About a week ago I paid almost this much ($4 plus $1.25 eco fee) at Dollarama for that Tech1 version that dies within a minute on a full charge.

Who decides this echo fee?? I have never charged this fee if I buy Power bank from Amazon. By the way, I bought 2 of these from Amazon for each $11 + tax (there was a $20 coupon) 2 weeks ago and I believe it is a much better price

Yes, but I don't care about the usb-c since it is not PD. Solar Power is generally more expensive.

The USB-C port charges at 5V 3A for both input and output. Is that not part of USB PD spec?

Im guessing it's 5 @ 2.4A = 12W and 5V @ 3A = 15W for USB-C port. Just slow speed.

It is part of the spec, but I don't think it is the entire spec for PD. Normally, if the Power bank offers PD, it will mention it.

Solar is very questionable on cheap power banks, would rather do without the bulk or carry a second one instead.
