this is the rear of my 2016 rav4. this must be a very uncommon spot for rust given that there are no comparable cases found on google. what should i do? i am monitoring it to see if it will get worse.

Yup, the salt virus has begun. Car totalled. Maybe Toyota would consider covering part or all of the repair. You can try bringing it to service

Most rust warranty I have seen needs to have a perforation but Toyota may be different. Very unfortunate once it starts though. Hard to fix and never the same.

Easy fix. Don't worry yet. Go to Canadian Tire or dealership with your paint code and get one of these pens:

Use the abrasive tip to sand all the rusted/bubbling areas down to the bare metal. Make sure to go a little beyond the rust too so you have a effective coverage. Then, use a rust converter like this: https://www.canadiantire.ca/en/pdp/rust ... c=true#spc

Finally, apply the paint using the small brush. Don't use the pen tip. Once you have good coverage, use the clear coat to apply 1-2 coats.

As long as you go slow and apply even coats it shouldn't be very noticeable in that area.

Definitely rust. It's just bubbling your paint. Eventually paint will flake off.

Toyblowta rust warranty is only 60 months or 5 years. If OP bought their vehicle in 2016 (or 2015), that ship has sailed anyway.

Something is going on here. There is damage/rust under that paint. It's been touched up already.

Not sure what Toyota's rust warranty includes and for how long, but the first thing I would do is get it properly evaluated by them first. Don't even attempt a silly repair as suggested above with a touch up pen (it'll look like crap and won't even last a few months before you see rust again). I have a Mini Cooper which was covered under their 12 year rust warranty for rust which wasn't this bad. It was eight years old at the time and BMW ended up replacing several body panels and doors, (to the tune of about 15000$, much more than the car was worth at the time).

That's rust as a result of a defect.
Unusual area.
Bubbling under the paint.
I bet during assembly they nicked the paint or the panel wasn't prepped properly or dipped correctly.

You can try to take it up with your Dealer and see if they'll good will it.

if the dealer does not do anything, can it be fixed by sanding down the bubbles, applying rust converter?

I can tell from your photo. It is incredibly obvious that someone simply slapped some touch up paint over rust craters. In fact, looking again, it might not be touch up paint, I think it was sprayed.

I agree, this looks like a previously touched up spot. It's not uncommon to see tailgates rust out after they've been repaired after an accident. Did you get an autoplus report when you bought this car? It's also possible it was fixed outside of insurance. Either way... not much you can do. Maybe consider annual oil sprays to slow it down.

i purchased the car fax report w the VIN number. no indication of repairs, but as you suggested, these reports are not 100% all inclusive

Yeah, sure. You'll see the extent of the rust when you start sanding (from experience, it's usually a lot more extensive than you think). If you do enough sanding (I'm not convinced those rust converters do anything at all), keep in mind you'll need body filler, primer and paint. It'll slow the progression somewhat, but rest assured the rust will be back ( every time I've sanded anything down to bare metal on my car, rust was imminent)

Agree with this assessment. If that was un-retouched rust, those "craters" would be exposed rust as opposed to the colour of the paint job. My guess is that whoever sold the car, knew about this rust spot.
