wasn't eve always free, it was just that if you don't pay, you can't train?

From the chatter online it seems like this was recent.
Two types of accounts
Alpha - free to play (limited access to training tree, ships and equipment)
Omega - paying (full access)
What I'm trying to figure out is if you can go Omega for 1 or 2 months to train up Omega-access skills, then go Alpha and still have access to these Omega skills...
Pretty fun so far.
