Strange issue with sam.gov

Like many companies who do business with any government entity in the U.S., we are required to register with the U.S. federal government's System for Award Management (SAM at www.sam.gov). It's a clunky bureaucratic system that requires a lengthy annual update, but usually doesn't take much attention during the year. It does generate a ton of spam though from companies offering to "assist" with the registration process and how to make best marketing use of your listing. Often these are scammers who attempt to appear as some sort of government agency, so we are used to ignoring them.

Today though we got the following strange email which appears to be legitimately from the U.S. government system:

"donotreply @ sam.gov
1:18 AM (5 hours ago)

kamiya @ n-messcud.jp updated the SAM.gov entity registration for {{LBN}}, Unique Entity ID {{UEI}}, in SAM.gov on 2023-03-07.

You are receiving this email because you are an Entity Administrator for this entity in SAM.gov.

kamiya @ n-messcud.jp identified themselves as not being an employee, officer, or board member of {{LBN}}, and listed contractual agreement dates with this entity of {{CREATED_DATE}} to {{EXPIRATION_DATE}}.

kamiya @ n-messcud.jp also listed {{POC}} as the authorized point of contact for {{LBN}}, Unique Entity ID {{UEI}}.

If you think this message has been received in error, please contact the Federal Service Desk.
This email was sent from SAM.gov" (embedded link is correct)

sam.gov is currently down for unspecified reason and FSD is "experiencing high call volumes". Hmmm... Looks like an IT incident - either that or Mr. Kamiya has some 'splainin to do.

Did anyone else get this email?

This finally appeared on sam.gov:

Some Entity Administrators are receiving these emails from SAM.gov.
We believe the matter is related to a software issue. We are continuing to investigate and working to address the matter. This does not appear to be a scam, phishing attempt, hack, malicious behavior, or a security breach."
