On street Parking permits for tenants

I'm renting out a house without parking lots.
One of tenants needs parking.
If tenant gets a parking permit by himself - it would be like $100 per 6 months.

Is there a way to receive free parking permit for myself as a house owner and to grant this parking permit to a tenant?
A friend of mine told me its possible, can anyone confirm?

P.S. I don't even have a car, if it changes anything

Depends on your location, is the parking permit is granted through the municipality you could just call them up.

Why would you get a free parking permit? If your house has a driveway you get free parking. If it does not and you want to park your car then you have to get a street parking permit like everyone else. At least that is how it is in Toronto. $100 for 6 months seems very reasonable.
