Switching Hydro Between Landlord and Tenant

Switching Hydro Between Landlord and Tenant

I have condo closing soon. Builder needs hydro account to be registered and opened, but I don't have a tenant yet.
Do I call Toronto Hydro to open an account (+fee) under me, then when I find tenant to move in, they have to call to switch the hydro account to their name (+fee)?

What if when the tenant moves out, and I don't find a tenant immediately to replace? Do I have to switch the hydro account back to me, and switch to the new tenant?

It sounds very tedious. Any suggestion not having to complicate this?
