From the Watch 4 preorder thread, they were shipping out several months after launch, with a free stand charger. The thing is... after launch discounts + trade in bonus made it an even better deal than preorders. And Samsung didn't ship chronologically. Some preorders were shipped out after post launch orders.
Of course you do run the risk of stock issues and they not accepting orders. If you want it right away, the safe bet is still pre order given supply issue for a lot of things, there could possibly be stock issues. Samsung is the opposite of Apple when it comes to ecommerce.

It was but i had to sell my old tablet to justify the purchase lol.
