I have quite some rust on the rim as shown, is there anyway I can clear the rust?

My car came with runflat but if I go with non runflat for winter, it will save me about $200-300 for 18" with alloy. Should I buy tools set with donut spare, or bottle of tire sealant spray should be enough? But if I go with full tools and spare, that won't save any money.

I am looking mainly for a deep snow tire as I live in the country and we get a lot of snow, what type of tread pattern should I be looking for? I know winter tires are snow and ice but I have been told that some tread type work better in snow then ice.
I'M running 225/50r17 @ 41psi.Picked up a smaller size for winter.Think it will be 205/60r16.How do I figure out the inflation pressure on the smaller wheel?Thanks.
