Neighbors throwing out pet litter while going for a walk

How do I stop getting newspaper bundle deliveries?
They go straight from the end of my driveway into my recycling bin. Who do these even exist anymore? Everything is online now. How do I stop them from delivering to me? Or will they just drop it to every single house no matter what? On a side note, how do I stop getting spam in the mail?
