Employers asking family structure during interview

If I convert a single family house into a duplex, does this usually require zoning review or committee of adjustment?
I am expecting no square footage changes, all modification will be interior with additoinal plumbing/hvac/electrical. Can I usually go straight for a building permit and skip the zoning/CoA in this case?thank you for your time.
