Can I widen the existing hole in the door with a jigsaw as the glass insert is an inch too small.

Brick hole filler to drill again

Hole on muffler with water dropping?
I just noticed it today, after a short 10min drive, I noticed some water drops near the exhaust system, so I checked under the car and saw a small hole. See pic below. Seems to have been drilled and not some kind of road hazard damage. Or is it from rusting? Can it be problematic?
