How To Shut Off This Water Valve?

Stuck 1/4 Turn Shut Off
I have a stuck 1/4 turn shutoff leading to my humidifier. I have tried brute force using my hands but I cannot get it to budge. It is currently in the off position. Any ideas on how to get it unstuck?

Do I just turn this tiny valve to shut off water that's being directed to the fridge icemaker upstairs?
I contacted a plumber who quoted 150$ to do it which I'm not sure is a rip off if the only thing I have to do is turn it the other way.
