Tax question: outstanding student debts

I read that If someone has outstanding student loan debt they don't have to pay it back until they make 25,000 in a year. Does this mean that when taxes are done they won't keep your refund if you make less than 25,000, or will they still garnish it until the debt is paid back?

If you don't make enough money to have to pay the load back, you'll have to apply for interest relief or whatever they call that program in your province. This status will have to be renewed every few months. If you just skip paying your loans, even if you make under $25k, they're probably going to take whatever refund you might get.
