Do these work well?
Sure do, but gets expensive if you’re not willing to buy alternatives refills

Would this be safe to put under a stroller while on walks? Or safe around a baby in general?

Can't believe that Home Depot doesn't restrict their PM policy for 'Door Crashers' - but they don't.
It does say that they have to verify availability at the competitor though.

The way these work is that they create a region of protection (12 or 15 feet circle). They are meant to be set on a table or hung from a tree branch and then you sit or stand within the area of protection. In my experience, they take 15 or 20 minutes to become effective after turning on. I don't know how well they would work if you were actively moving and constantly expanding the region of protection as you walk forward.

Safe in general but I wouldn’t put it below rather behind the stroller

Do these things need to be refilled? Is that stuff expensive?
Wife gets bitten all the time, and I never do, and that seems to really anger her.
