American and delta serve Toronto though a connection is likely. Southwest does not serve Canada.

Come to think of it I wonder how this voucher is issued. I believe the major usa airlines have you book in CAD $. I booked recently via AA and united that was the case.

Might be a bit of sketchy offer. Most of Tennessee is upset about this offer.
