Is the irrigation from your yard against any bylaws? how does it wet his basement?

Assuming the previous owner didn't re-grade the yard and direct stormwater to a location it wasn't planned to go, rainwater isn't your issue. What kind of irrigation are we talking about?

his old neighbour probably told him to **** off and he pounced on you the first day you showed up.

Tell him you just moved in and he needs to wait. (you should probably contact the city.. and also your lawyer if the previous owner didn't disclose the issue to you)

Assuming you didn't do anything to cause it then it's his problem. Tell him to get a trench drain to divert water to the sewer.

If your water system indeed shoots over the property line and touch neighbour's building, I think it is a totally reasonable request to ask you to adjust your sprinkler.
Go check and fix it if your neighbour is right. No need to act like a jack@$$ without knowing all facts.
