I have a similar Columbia jacket (Wildside) that has 100g Microtemp insulation as well. It's comfortable down to -10C for walking around with a hoodie and t-shirt under. Any colder you'll want additional layers like a down puffer.

I highly doubt it. It seems it's one of those jackets that keeps you warm (when it's really cold) as long as you remain active. Here's a webpage describing this jacket or at least a very similar model with the same name [I think it's the same model as the one on sale at DSW, at least one of the pictures in the webpage linked below matches one picture at the TSC webpage for the jacket subject of this thread]:

This won't do in colder than -10c. It's a sports jacket. It's made to retain the heat you produce while being active.
